What it takes to run
The minimum tier is a commitment rather than a hope: the game has to start and be playable on it, and it is tested on that hardware every month.

A note on the minimum specification
A game that does not actually run on the hardware it claims to support does not have a wider audience. It has a smaller one, plus a refund queue. So the minimum tier is tested on real minimum hardware on a schedule, not estimated from a profiler on a development machine.
Mechanical drives are the one hard exclusion. Streaming a world of this size off a spinning disk produces stutter that no amount of setting changes will fix, and pretending otherwise would be selling a bad experience knowingly.
